Hi Anuj,
Germany has many outstanding schools for automotive design. However, four schools with representative automotive design programs are Hochschule Esslingen and Hochschule Pforzheim, both near Stuttgart; Westsächsiche Hochschule Zwickau, near Leipzig; and RWTH-Aachen University, near Cologne. They are commonly referred to as Esslingen, Pforzheim, Zwickau and Aachen.
Also, Umea Institute of Design (Sweden) has Masters in Transportation Design.

Generally, colleges that have been operating for the past 100 years have good rapport. But you should check out the placement records, faculty and infrastructure. ICFAI is a well know University, it has good records so you can think of going ahead with it. Check some details online as well.

Yes, IGNOU degree is fully recognized even for government jobs.
As far as preference is concerned, it depends on the selection criteria set for the education or job that you wish to pursue. If you have a chance to do regular degree, do that, else IGNOU is the second best option.

Your qualification dose not match with your current working Industry, until if you are working with Hospital Finance Department.
The further course depends upon which line you want to choose in future career. There are many optional PGDMA available but can give you more clarity if you can tell which department are you currently working for and where you want to head or if you want some departmental shift.
