Yes, you can pursue Homeopathy courses after 12th without NEET—but only for diploma or certificate-level courses. If you're aiming for the Bachelor of Homeopathic Medicine and Surgery (BHMS), NEET is mandatory in India.
You can apply for short-term Diploma or Certificate courses in Homeopathy, usually offered by private institutes. These courses are not equivalent to BHMS and don't make you a licensed doctor.
However, for a full-fledged BHMS degree, NEET-UG is compulsory as per the regulations set by the Ministry of AYUSH and the National Commission for Homeopathy.

To get admission to BHMS colleges in Gujarat and Indore (Madhya Pradesh), the NEET UG exam qualification is the main criteria. In the case of General type, the percentage line was usually 50 percent and in SC/ST/OBC types, the percentage line was 40 percent. The actual admission cut off scores (marks) in colleges (and government colleges in particular) are much higher in comparison with these qualifying marks and depends on each year following NEET performance, availability of available seats, and demand of specific college. In the case of government college generally a better NEET score is required usually above 350-400 marks.
