Whether it's best or not depends on a lot of questions, The course you want to pursue, the fees you are willing to give, you are looking for placements after college or further studies, which specific college you are looking at, and a lot others.
There's many universities which are better than Patliputra Univeristy such as NIT patna when it comes to many courses, one being Engineering among others.
