Hi Sakshi,
It will be very difficult for you to get admission in BA MS courses with 270 marks in NEET exam. As you know, this year NEET paper was relatively easy. So, cut off will rise due to the which getting admission in this course in good colleges will be difficult. Although you can get admission through management quota, which will cost high fees relatively. Best of luck.

If you have appeared for 12th in 2019, then you can take admissions in any of the colleges with the online pdf result paper. You will recieve the 12th certificate and marks sheet by June from central board if you have done you 12th in CBSE. After joining college you can submit the documents required.

Among the two colleges, I'd say choose Thakur Mumbai (TIMSR) over CIMP Patna due to the location advantage, ranking, and slightly better placements.

Money doesn't matter unless you get brain and merit. There are loads of scholarships for a deserving and talented student. For getting admission in IGRUA you need to give the entrance examination, as you have mentioned your marks you are eligible to give the entrance. The entrance comprises of a written exam where PCB is the main subjects along with GK and English. Then comes interview where mostly Aerodynamics is asked.
