If you failed in Intermediate, you cannot get into B.Tech college in India. 

You can attend the exams again and clear them. Then you can get into the B.Tech college. 

Some unauthorized or unrecognized institutes may offer “B.Tech without 12th” or “B.Tech without passing, ” But that is illegal.
