You can check SPP colleges. The other tests like SAT, GRE, etc. may be required depending on the university and program.

Which subjects have you studied? There could be hundreds of courses in non-medical. You cannot pursue something, which is irrelevant to your education background or which does not meet your career plans.

As a commerce student, you can pursue account related programs such as BS accounting, BS finance, etc. You can take either TOEFL or IELTS. SAT is not a requirement for Canadian Universities, unless they specify on their websites. A score of 9 in IELTS indicates excellent English skills, while 6.5 is an average.

Masters programs in Canada typically require applicants to have high academic standing more than 75% and above. You need to check the university specific admission requirements, you will see most of them requires a minimum GPA of 3.0 (B average) in the last 60 credit hours of study or last two years of your UG degree. You may still check Concordia University, University of Saskatchewan and University of Windsor.

Yes, you can go to Canada, considering you will do your graduation there
i.e. 10 + 2 + 4.
You have to spend huge amount there as the fee for an international student is more than the national residents. Also, you need to take care of your visa before you get there and increase its validity after the completion of each course.
The approximate cost you will incur in these 6 years will be around 50-60 lakh rupees (minimum).

You have a very strong profile and chances are very bright. However, meeting the minimum requirements does not guarantee admission. MASc programs are competitive and research-based, so you must demonstrate high-end research ability. You can check the university websites for specific requirements.
