Normally, colleges abroad do not ask for details regarding your backlogs. At time of application you should have cleared all your backlogs, and have a strong under-graduate application. However, in the case that they do ask you about your detention, you should be prepared with an answer. You could always state that you had a medical issue, or other special circumstances for having failed an year in B.Tech. Whatever may be the case be prepared with an answer to explain your detention. Other than that it should not affect your application too drastically.

There is no specific marked valued qualification. However, if you are interested in money and technical side, you may opt for SAP MM consultant. THe certification from authorised centre may cost you around 4 Lacs.
You may also look for MBA in operations or MBA in supply chain in part time mode.
