If you want to become a district collector then you are advised to appear for Civil Services and aim for IAS cadre. You can become collector through MPSC examination once after few years experience ou move up the ladder from PSC officer to IAS. It is very long path.

For civilian ATC controller, you need M.Sc or B.Tech.

To become ATC controller in IAF (or a Fighter controller), you have to write AFCAT exam with B.Sc or B.Tech and join admin branch initially and then try for ATC / FC.

You are advised to study PCM at +2 stage then you can appear for various entrance engineering examinations to do B.Tech aeronautical engineering. You may refer following link for list of colleges and entrance exams to appear to do B.Tech AE: https://www.shiksha.com/top-aeronautical-engineering-colleges-in-india-rankingpage-49-2-0-0-0 . You can also do AE by joining Aeronautical Society of India and appearing for their examination papers.
