As per UGC guidelines, you can do only one degree at a time in regular format. If you want to learn anything else along with your regular degree course, then you can do a Distance degree course/ certification course/Diploma course.

The study of history, geography, and civics is not required. Even if you have a PCM degree, you can still take the UPSC Civil Services Exam IAS. Candidates can apply for the exam if they have a graduation degree in any field of education, but they must choose their own subjects to take the exam.

Any student in any field is eligible to take UPSC's IAS/civil services exams. Even though the majority of the topics covered on the exam are from the humanities, there is also a mix of Science and business topics. Therefore, choosing arts courses is not a rational choice.

It is very much mandatory to clear every subject in your course. Then only you will get your score card from your respective school or college. For passing out in that exam you have apply for recounting which means your paper will be checked again and if scores need to be added that will be add. If not you have to write supplementary exam.

You are joining a professional engineering college at the age of 16. They really let you explore your interests and help you be prepared to become an engineer.
