MA is a post-graduate course, you can not pursue it after class 12th. You first need to clear your graduation to be eligible for MA English.

Entrance exam eligibility varies from university to university however, for most colleges and admissions, the minimum eligibility is 12th pass. There are some certificate courses where basic eligibility required is 10th pass. Application procedure for entrance exams is totally dependent on which course you wish to pursue. Sicne you are pursuing 12th currently, I would suggest you to check the minimum eligibility for that particular course and then decide whether to apply or not.

In order to be eligible for applying CAT, you need to have a minimum of 50% in your class 10th and class 12th and 45% for reserved categories. So, in that case you will be ineligible to apply even. Also, the CAT scores will not be where you will reach.

Well, there is no requirement as such of any particular degree after class 12th to head towards UPSC preparations. All you need to have a Bachelor's degree and that could be any course. Also, you only need an optional paper to study which could anything apart from your Bachelor's course as well. But, yes for purpose of general studies, a Bachelors in humanities could be fruitful. However one may prepare general studies even if he had humanities or had not. So just try finding your interest and decide.
