Student Pilot License (SPL) & Private Pilot License (PPL) are intermediate stages of Commercial Pilot License Training. You will be issued an SPL by the flying club after some hours of ground classes and an internal exam. Thereafter you shall become eligible to start flying training. No, you can't get admission with this percentage.
However, from SOL, DU, it is possible.

No, your percentage is too low for DU but you can check the cut-off list.

Yes, it is compulsory to have Maths in 12th and have passed in the subject to be eligible for the honours course. Maths isn't compulsory for the BCom programme. General category requires around a minimum of 97%.
