Yes, those who have completed 12th the previous year and those who appear for the 12th HSC exam this year are eligible to apply for JEE exams.

Anyone who has passed 12th standard from a recognized board can apply for BA (Hons) in interior architecture and design. Pearl Academy (various locations) and Indian Institute of Art and Design are the suggested institutes for the same.

I wonder if you checked the university website till now or not. Perhaps, you should first check to see which are the programs they offer and do they offer biomedical engineering or not. Just for your knowledge, they have a B.Sc program in biomedical material science. The biomedical engineering program is a PG course. Please first see their website and relevant admission requirements on the department's website.
