There are mining engineering courses offered by many colleges. Best is, of course, erstwhile ISM-Dhanbad that has now been converted to IIT. For this, you need to score at least 75% in your board exams and then score well in JEE Mains followed by JEE Advanced.

Yes, fashion designing is one of the most sought after courses these days. Normally, there is no entrance exam and admission is based on your marks in class 12th. Almost every city has a college that offers this course.

Learning programming language is not only restricted to science students. Anybody can learn it. You can master it if you can get the hang of it. There will be dozens of private coaching classes which teach programming. Please search for the same in your city, join & start your education.
