Of course you can do a certificate course in Canada. But what about jobs afterwards? Most countries are restricting entry to only high skilled jobs & surely skill acquired via certificate course could not be called highly skilled.
But you can spend money and do certificate course.

Normally, admissions to any medical related Diploma course is based on class 10th, so having maths in class 12th should not matter. But these days almost all states are resorting to online admission process and limiting it to only domiciles of that state. Hence, you will have to check with the concerned webpage for eligibility.

It completely depends on your area of interest. I personally believe it is you who can decide what you want to go for and nobody else. However, if you pursue B.Com you will be able to go for many other professional courses like ACCA, MBA or any other course that would have more scope. Animation will restrict you to creating or editing of animation. It means you shall become industry restricted. However, the final call is yours. I hope this would suffice. All the best. God bless you.
