You don't have to reappear from open school. Two chances are given during which you can reappear from the regular board.

If it's more than 2-years since your 12th exam you are not eligible to reattempt now. Enroll into NIOS and take your 12th all over again.

If you want to study Bachelor's degree, your academic record from 10th to 12th will be checked. Change of board is fine and I don't see any reason why it should have a negative impact on you admission. You must meet the admission requirements importantly, have good grades and take the IELTS.

NIOS is a valid board and recognised but different colleges have different requirements. As an open schooling student, you should work more hard on your academics because scrutiny will be tougher.

NIOS is a valid and recognised board so you can study further. But you have to check the eligibility criteria and cut-offs of the colleges. With 60%, you can check private colleges.
