As again this year your marks are not upto the level so you can't get admission in NITs. I would suggest that you should take any college as admission is still going on in colleges. So, take admission as dropping a year again may cause problems.
But if you still want to take a chance, for class 12th you can again give the exam through NIOS board so that your class 12th board marks may improve.

Before you apply for a study visa, you must be accepted by a university or college. Though you can study and there is no limit to it, you should check with the universities first, they will question your gap year and you must have a genuine reason for the same. Decide what to study and check entry requirements on the university websites. Communicate with the universities for any university related query.

Keeping aside your academic grades if your overall profile is not impressive then I am afraid chances are poor. Extra curricular activities which can be in the form of voluntary work, project work, sports, etc., are a must. Also, why do you want to take both SAT and GMAT? SAT is for admissions into UG programs while GMAT for MBA. You should decide what to study first, check the admission requirements on university websites and have a fair idea of what is required and what is not.

It is not possible to specify a particular college without knowing your stream, what you want to study, location etc. You are requested to check the college listings on Shiksha and check the requirements.
