Sorry to say, but without clearing your class 12th, you cannot get admission in a college. The minimum eligibility is +2.

The only difference between BE and B.Tech is that BE is theoretical while B.Tech involves practical knowledge. So, it depends on your interest which course you want to pursue.

How many marks did you score in class 12th? On the basis of the same, I can suggest you the top engineering colleges.

I think you are interested in engineering, so I will suggest you to do B.Tech in any one of the branches: CSE, IT, ECE, ME, Petroleum, Aerospace Engineering. Firstly, you need to check yourself whether your 50 percent marks in class 12th are good enough to pursue engineering. Isn't your foundation is below than average?

BBA is easier than BCA, but remember after BCA, your chances of getting a good job increases many folds.

Yes, that's not a good condition. But, if you want CSE, then you can try and go for Engineering Colleges in Rajasthan. There are many colleges that offers CSE with such marks. All the best for your future.
