You will be eligible to apply to distance education centers. Please check with the National Institute of Open Schooling (NIOS) for admissions related to 10+2.

You may consider B.Sc IT or BCA or B.Sc CS. Since your percentile is very low you have to check the admission cut-offs of the colleges separately before applying.

It's very good to know your dream of becoming doctor. Now you have to work to achieve it. Costing is from 10L to 1Cr.
Even Russia is offering seats that are cheaper perhaps compared to fees of private college.

You have to go to the college the improvement exam forms from offices of the education boards. For CBSE, the forms for improvement exam are made available from July of every year. You can get their forms from syndicate bank branches in CBSE Regional offices. Check here for more details:

Advanced (A) Level - (London / Cambridge / Sri Lanka) General Certificate Education is considered for IIT JEE Mains exams. If you have completed from one of these boards there is no need to enroll into a 10+2 program again.
