According to me, you can consider psychology as your career option. If you want to improve your English, then you can join British Council.
You can consider the below mentioned universities:

For software engineering program, one should have mathematics subject in class 11th and 12th. You also need to pursue B.Tech in computer science or software engineering program.

Well, it will depend on your definition of drop-out. Universities abroad do accept bright students with a very strong profile. They would be interested to know your activities from 2012 onwards. If you gained work experience it's a plus point. You must also meet the entry requirements relevant to a program and university. Check directly with the university if you have sufficient grades, you must also take your IELTS/TOEFL. There could be several options available, research well.
