As per my knowledge, age is not a bar yet to get admission to law degree and also, registration as a lawyer after the completion of the degree. Since you do not have a graduation degree, yet you can directly apply for BA LLB. Since this way, you will be able to do law and also, save one year of yours. Otherwise, you will have to do a minimum 3 years' graduation first and then 3 years' law which totals 6 years so I will suggest you to go for BA LLB to save a year of yours.

You will have to appear in the entrance exam. Admission are not solely based on Class 12th percentage, which for you is very low and just qualifies you to sit In the entrance exam.

If you have to ultimately go into hotel management then better go directly into it and then pursue Masters in that. However, the packages that you get range from 3 to 7 LPA and the career in this field in India does not seem to be very promising, until you run your own hotel.
