It would be better if you join a college in Delhi for BBA, because placements and exposure are better here. You can apply in Mumbai too, but if you want to move out, Delhi is the best.

It is difficult he/she can get MBBS, but private, this year cut off has gone very high so chances for government colleges are less. But, can go with options other than MBBS. All the best.
