You have not qualified JEE exam, so I am afraid that you may not get any government college. But, still you should give it a try and I would suggest you to focus more on private colleges.

So don't worry about that, there are many good colleges for B.Com that gives the facility of fee concession. May I know your place of stay and where you are looking for admission?
