Yes, you may change your additional subject in class 12th. I also changed my additional subject from Maths to Biology in class12th. But, it is necessary that you may apply for it before filling the form of class 12th.

85% marks in English was the eligibility criteria to be able to fill the form, for the General Category for BMC. If you score less than that in English, there isn't much that you can do as it is the basic eligibility criteria. However it was the criteria last year, you can keep checking the college website for the criteria of this year. It might change.

Usually, a minimum of best of four 97.5%/97.8% is required. That's the minimum. Scoring a 98 or above would be on the safer side.
Maths is required as one of your subjects in +2, and you need to pass in it. However, it's usually not calculated in the best of four.
