The competent authority for issuing OBC-NCL Certificate for admissions is District Magistrate / Additional Magistrate / Collector / Deputy Commissioner / Additional Deputy Commissioner / Deputy Collector/ Ist Class Stipendiary Magistrate / Sub-Divisional Magistrate / Taluka Magistrate / Executive Magistrate.

If you want to pursue Certificate in Phonics Teacher's training, the eligibility is just basic english knowledge and you can confirm this on their official website under "Program duration and eligibility" head.

The fee structure at BTC College for Certificate is INR 20,000 per year as per the basic training certificate.

You need to get you undergraduate degree and apply for M.Com in different colleges. Then you need to give entrance exams or whatever the eligibility criteria is.
