Certificate

This is a very generic question that holds no difference in the animation field separately. The difference in the 3 courses is as below:
Time invested- Certificate are of maximum 1 year duration, Diploma requires minimum 1 year and maximum 2 year investment.
The degree programs would be at least 3 years and could be up to 5 years (in case of integrated programs)
Syllabus covered- Obviously as the time invested differs, so does the syllabus and detail of subject taught in the program. Certificates and Diplomas are more specified to a certain part of the total program offering limited exposure, however degree covers a larger arena and offers in depth knowledge and exposure.
Value in market- The degree programs are definitely the most valued, as they have maximum exposure in the field, but in some case Diplomas are sufficient to give a start to the career.
In case of animation, these differences hold true and the major difference can also be the number and version of various software taught in the different programs.

The scope of CCNA R&S Course in India is dependent upon the track of CCNA Cert you choose. The scope of CCNA certification is quite more than that of CCNA R&S as the security of data is the most important concern for every organization. However, there is not much scope for other CCNA tracks such as Wireless, Cloud etc. in India. However, even if you want to prepare for any Cisco certification like CCNA Security or CCNP or CCNP Security, you will anyhow have to prepare for CCNA first. So CCNA is pre-requisite for all other Cisco courses.
Well coming up to developers, it depends, what kind of Project is the Developer working on, or what he/she aspires for the Future. Having an additional qualification never hurts, only helps at times.
AFAIK, Software Engineers are recruited in major IT MNCs based on their Analytical Ability, Problem-Solving Tactics, knowledge of various Programming Tools & Technologies, Platforms, Debugging etc. skills. I'm not sure where CCNA would fit in.
Besides, CCNA is more into basic Networking the way Cisco delivers it via their own devices. As a Software Engineer if you are trying to get a hang of core Networking, I'd say stick to Andrew Tannenbaum, or Douglas Comer, W. Richard Stevens, etc. kind of great folks.
