Hello Sandip,
No govt. college gives admission on the basis of JEE Advanced marks. Only IITs give admission, if you belong to any reserved caste, you might get admission in B.Tech. And, admission in BE in a government is based on JEE Mains, so if you have not scored cut-off marks required, you may not get admission.

If you belong to general category, you will not get a good branch in any IIT. Perhaps, you can get in good NITs in electrical, mechanical and civil engineering branches.
