Hello Sandip,
No govt. college gives admission on the basis of JEE Advanced marks. Only IITs give admission, if you belong to any reserved caste, you might get admission in B.Tech. And, admission in BE in a government is based on JEE Mains, so if you have not scored cut-off marks required, you may not get admission.

If you belong to general category, you will not get a good branch in any IIT. Perhaps, you can get in good NITs in electrical, mechanical and civil engineering branches. Find out in which of the three branches you like the most by reading about the subjects that are taught in the branches, like if you like mechanical, you may get admission in NIT Surat, the best for Mechanical branch in India.
