You can start initial preparations for civil services examination conducted by UPSC from the 1st year of your degree course. But, dedicated training and preparations must be done in the year in which you are planning to appear for the examination. Civil services examination is most competitive examination of India. You must not spoil your graduation degree course, while preparing for civil services examination.

BCA degree holders from recognized universities are eligible to appear for civil services examination conducted by UPSC to become an IAS officer.

See if you want more options for higher studies, then go with science only but if you don't want to study science further, then in that case, you can go with BA Honors.

IAS is a superior service in comparison to PCS. Any PCS officer may take a lot of experience and high performance before moving to IAS cadre. Civil services examinations conducted by UPSC is the most competitive examination in India and require a lot of preparation. If you prepare for Civil Services Examination with minor additional preparations, you can crack PCS also. Therefore, you must aim for cracking Civil Services Examination. As a standby option, you may appear for PCS.

The nationality of a candidate must be either of the following:
Citizen of India
The subject of Nepal, subject of Bhutan, a Tibetan refugee who came to India before January 1, 1962, for permanent settlement in India.
Migrant from any of the following countries for permanently settling in India:
Pakistan,
Burma,
Sri Lanka,
East African countries of Kenya, Uganda,
the United Republic of Tanzania,

Yes but no. Yes, because you can become an IAS officer after cracking UPSC. No, because you cannot write UPSC now. You must be in the age of 21-32 and you must have a graduate degree.
