Yes, you are eligible for both of these. Once you complete your graduation and turn 21, you will be eligible for IAS exam and then you can also pursue MBA.

IAS is not a course like other courses (MBBS, LLB or B.Tech). It is an exam to get a higher post in the civil services. IAS exam is conducted for the direct recruitment for government services.
Students with any stream can take IAS exam. It is just that you must have a graduation degree or you must be in your final year of graduation. Even age is one of the important criteria to be considered for IAS exam.

Delhi University does not offer 5 years integrated BA LLB degree course. DU faculty of law offers 3-year degree course on law after graduation degree. Admission is based on entrance examination. You may look at DU website for further details. You are advised to appear for Civil Services Examination conducted by UPSC to become an IAS officer. It is the most competitive exam of India.

You must be a graduate to appear for the civil services exams and you cannot directly appear for the same after completing 12th. Irrespective of your HS stream, now, you must look forward to completing your Bachelors.

You also have the option of taking the degree through correspondence and preparing simultaneously for your UPSC exam.

It looks like that you are new to the banking sector. For getting a job in a bank, common recruitment exams are conducted.
IBPS conducts the common written exams for nationalised banks, for the post of PO, clerk and SO.
Rather than this, many banks conduct their own exams like Bank of Baroda. SBI conducts its own exam as well.
So, you have to take the exam and qualify it.
