Hi,
First and foremost thing, read the newspaper daily. I suggest you Hindu for that. Keep good memory of current affairs. You must know some important aspects of the constitution. Then choose a good coaching institute and work hard.

To become an IAS officer you need to be a graduate. You can pursue any degree including, BA, B.Sc., BBA, MBBS or B.Tech. So, choose your subject of interest and get a graduation degree with good profile and prepare for IAS.

Maximum age to appear for civil services examination for general category candidates is 32 years with 6 chances as maximum. If you have not availed your chances yet then you are eligible to appear for civil services examination.

To crack civil service exams, you need to join a good coaching institute. As they have a proper curriculum ready for the preparation of prelims, mains and interview. You can join Rau's Academy - Delhi, which is known for UPSC entrance exam preparation.

Yes, you are eligible as any graduate can apply for civil services exam. There is no percentage barrier. People with just pass grades also cleared civil services exam. You need to take the civil services exam conducted by UPSC and secure a rank within top 150 candidates if you want to opt for IPS. Dreaming is good, but to convert your dream into reality, you really need to put a lot of hard work, dedication, perseverance. You need to study a lot. You should be an all-rounder in all the subjects, so focus plan and do hard work.
