PCS is the highest state controlled service in a state recruited through the State Public Service Commission, while IAS is controlled by the Union Government of India though the salary is provided by the states and they have the power to suspend the IAS officer. PCS can become IAS officer after a certain period of service and subject to the result of interview conducted by the Union Public Service Commission.
