Hello Priyaranjan,
Lateral entry into 2nd year of engineering is available only for students who have completed their Diploma. It is not available for science graduates.

Government Engineering College is better for sure. It's far much better than GIT. But, branch-wise, scope in CS is more than IT. But college wise, Government Engineering College Ajmer is better than GIT Jaipur. All the best!

There are many government colleges which teach aerospace engineering. IISc and many IITs offer aerospace engineering too.
It is a good option.
