You need to submit your NATA scorecard along with class 12th marks and registration id of CET to Andhra Pradesh state council of higher education (APSCHE). APSCHE will then announce a rank list based on the scores received. According to the ranks the student will be allotted colleges of his choice in the counseling process.

You cannot get computer science engineering with 109798 rank in JEE Mains, even after applying OBC category. Go for private colleges, you can get computer science easily there. Private colleges of West Bengal, Karnataka, Maharashtra, Gujrat, and Madhya Pradesh are best options for you.

I tried finding out about lateral admission in Aeronautical Engineering branch. However, the webpage gives no hint or answer about this. I think that the university may not be giving lateral admission in engineering courses. I am attaching a link that will give you all the required information.
