No, the University of Toronto does not follow a rolling admission system. It is important to know that there are specific admission deadlines available at this university that international students need to follow. 

But yes, if your application was not selected in the first rounds, it is then reviewed in the next rounds

If you want to study in Canada at Columbia College, you will need an English language test. The preferred tests are IELTS and TOEFL. This undergrad college does not accept Duolingo. In IELTS you would generally need a band score of 6.5 and if you choose to take TOEFL internet-based test, you would need a score of 72.
