If you applied to the University of Regina on February 9th and haven't received a response, the best course of action is to log in to your college portal to check your application status; most universities allow you to see if they are still processing your application, if any documents are missing, or if a decision has been made. If you still haven't heard back after checking your portal, contact the University of Regina admissions office directly to inquire about the status of your application.

Yes, the University of Ottawa permits international students to work while studying. Overseas students must be mindful of the fact that they can work no more than 24 hours per week while classes are in session and it is essential that this employment does not interfere with a their academic program. During vacations, they can work for unlimited hours.
