The University of British Columbia and University of Toronto are two of the top most and selective universities in Canada. If you can specify the subject then I can make a better comparison.

While I certainly support the list of the universities mentioned above, I do feel that your academics in your undergrad, GRE & TOEFL besides your strong letter of recommendations & statement of purpose fetches you scholarships. The scholarships comes in different forms at universities at Masters level:
Research Assistant ship
Teaching Assistant ship etc.
The RA & TA is awarded to academically promising students.

No, GRE is not required for mechanical engineering as the course offered is M.Eng not MS.

No, you don't require GRE for Masters in mechanical engineering as the university offers the course as M.Eng and M.A.Sc. So you need only give either TOEFL or IELTS.

You can apply to the top universities for computer science namely University of Toronto, McGill University, University of Waterloo, Queens University, University of British Columbia and University of Alberta. However, you must also meet the TOEFL or IELTS requirements of the universities. I will also suggest you to write to studyabroad@shiksha.com for university specific assistance. Both are respectable universities. You can also consider Simob Fraser, University of Waterloo and Mc Master University for mechanical engineering. You must check the websites for admission deadlines. Most deadlines have ended by now, you can have some deadlines open till April but that's a rare case. Please check the university websites immediately for admission deadlines and other requirements.

A PG Diploma is usually of one year. It is hard to find a diploma course lasting for two years. Kindly check individual college for more information. Few options would be Humber, Seneca and Fanshawe College. If you have good academic grades, you may aim for York University's graduate certificate in your desired field. Best places to live in Canada are Vancouver, Toronto and Montreal without a doubt.

You should have a related undergrad degree or diploma with a decent 1st/2nd div (with least backlogs) & an IELTS score of 6.5 bands with no band less than 6. There are multiple intakes & you may apply directly or through a certified reliable agent. Your gap years between this diploma & the last previous education may affect your visa chances if they are more & not effectively used. You may discuss it further with what specific background you are & your intention to study or PR prospects in Canada.

If you can specify the subject, perhaps I can suggest you a few options. The visa process will start only after you receive an offer letter from the college. Therefore, you need to apply to the colleges initially. Financial evidence, fulfillment of admission requirements, relevant course choice among other factors will determine whether your visa will be accepted or rejected.
Arrange for finance beforehand, look for education loan options if needed and make sure you meet all the admission requirements.
