Yes, there are both hostels and PGs available near Shaheed Rajguru College. The college itself provides hostels for first-year students, and if I talk about PGs and hostels, you will find numerous PGs and hostels in Mayur Vihar Phase 3.

It's not very common, usually, faculty members try to pass every student. In case, if students' performance is really that poor then there is a supplimentry scheme, they have to fill form for re-exam which requires some fees. And in case, they fail in re- exam also, then they get backlog in that subject, in which they will appear for the exam again in next year with juniors.

The hostel fee at Shaheed Rajguru College is around 1 lac for a year; they said they will refund some amount after the completion of 1 year. However, INR 10,000 is for the security deposit, which is refunded after one year. One more thing: they provide hostels to first-year students only. Hostel infrastructure and facilities are average.
