Hi,
Admission to the Post Graduate Diploma Programs shall be made on merit prepared on the basis of marks obtained in the qualifying examination.
Minimum qualification for admission to the PG Diploma programmes is a Graduate Degree from a recognized University.

Yes, no matter what college you graduate from, the certificate is going to be a generic DU certificate but you might be asked during job interviews which particular college you graduated from but that is a far-sighted occurrence.

Application forms for B.Ed can be obtained online from the official website of IGNOU. At least 50% marks in the Bachelor's degree are required.
