There is no cut off for the course, admission takes places on the basis of a 2-tier entrance test. However, there is a minimum eligibility criteria to appear for the test, which varies from year to year. Please keep a check on the college website for latest updates on dates and criteria.

The Indira Gandhi National Open University, (known as IGNOU) is a legitimate deemed university offering degrees that are recognized worldwide. You can use the degree to further your studies abroad as well.
Getting into a good foreign university primarily depends on your area of study, your scores in the current degree, scores in the entrance exams (E.g. GRE, TOEFL, etc.), supporting academic documents and work experience (if any).
