There are many government scholarship that are available for graduation courses. You can directly contact the clerk or fee staff of your college they will provide you with the new scholarship scheme.

The stream of your subject has to be in the same field in which you wish to do their Bachelor in Germany. And after finishing 1 year at the Indian university you can apply for 1st year Bachelor studies at a German university. But you should meet all the other requirements of admission for that German university.

No the Master of Science in Management and Marketing course thought in English in University of Berlin but its not free.

Yes you can get Admission in Germany university after Diploma in electronics and communication engineering but you should have to pass the exam equal to Germany Diploma course. And also you have learn German language upto 2a for engineering level. Thanks.
