I haven't seen KIET's labs. But, I can tell you about Galgotias University. They have state of the art and well-equipped labs. The infrastructure is too good, which you can see when you visit the campus. Though, few of the buildings are still under construction. Galgotias University is one of the top university in Greater Noida, NCR region and consistently ranked among India's top private universities.

Yes, IPEC is good for Civil engineering. It gives you many more opportunities after your B.Tech, you may get placed from there in good company. Moreover, you learn few more things over there but if you are looking for much more things in your college, then you may go for other colleges like ABSIT, ITS, etc. If we talk about academics and architecture and facility, IPEC is good college but not best in other preferences.
