If it were me, I'd lean towards Thapar. It has a stronger overall reputation, bigger alumni network and generally better industry exposure.
One of my seniors was in Chemical at Thapar and he was happy with the labs and opportunities he got during the course. That said, if DIT is much more affordable for you, then cost is also something worth considering. For Chemical/Petroleum, I'd personally pick Thapar.

There isn't a fixed NEET score that guarantees admission to B.Tech Biotechnology at Thapar. Admission is based on your NEET rank/merit and can vary every year depending on applications and available seats. Thapar does accept admissions to Biotechnology through NEET for PCB students.
From what I've seen, Biotechnology is generally not as competitive as MBBS admissions. A friend of a friend got in with a NEET score that wasn't very high, so I wouldn't stress about chasing an extremely high score for this course. Just apply if you're interested and meet the eligibility criteria.

There isn't a fixed minimum score for ECE at Thapar. The cutoff changes every year based on the number of applicants, seat availability and admission rounds.
From what I've seen, ECE usually closes at a lower percentile than CSE but still requires a decent score. A cousin of mine got ECE with a percentile that wasn't high enough for CSE, so the gap can be quite noticeable. Best bet is to check recent cutoff trends and keep some backup options too

I wouldn't switch just because someone says one branch is better than the other. It really depends on what interests you and what kind of career you're aiming for.
Personally, I'd stay in Electrical unless I had a strong interest in Mechanical. A senior I know started in Electrical and later found plenty of opportunities in tech and analytics as well. Before changing, try talking to students from both branches and see which subjects you can actually imagine studying for the next 4 years.

There isn't really one "must-have" book for LEET that everyone follows. Most students I know used a mix of diploma-level textbooks, previous year papers and aptitude practice books.
A friend preparing for LEET focused more on solving past papers than collecting lots of books, and he felt that helped the most. I'd start with the syllabus of the university you're targeting and then pick books topic-wise instead of looking for a single magic book.

With 77 percentile, getting a seat is possible, but it will depend on the branch and the admission cycle. For highly demanded branches like CSE, the chances are usually quite low at that percentile. But for some core or less competitive branches, there may still be opportunities.
One of my juniors got in with a similar percentile, but not in a top-demand branch. I'd still apply if Thapar is on your list—you never know how cutoffs move from year to year.
