I think, this question is for the Presidency in Kolkata? I am from Presidency University in Bangalore. If it is for the Bangalore one then yes, Presidency University, Bangalore does offer B.Tech in 10 departments and BBA LL.B.Com LL.B. And MBA in its course.

Yes, there is ST quota in Jalpaiguri Government Engineering College, but you don't have much chance. May be, as seats are limited, 15-18 seats are there in ME and according to State reservation, there may be 2-3 seats available for ST quota.

I myself have appeared for ICAR 2016 and I got AIR 1256. All you have to do is completely go through the syllabus of 11th and 12th. Concepts must be clear. Questions are not easy if not much tough. Biology portion is easy compared to chemistry and physics.
