You may try your luck in IT, in case you are from general category. As for IT, the closing rank goes up to 2000GMR in Jalpaiguri Government Engineering College.

Hopefully, you will get IT in Jalpaiguri government engineering college, if you are from general category. Every year, closing rank for IT is around 2k.

No, you cannot. Calcutta University or Jadavpur University doesn't allow a Masters unless you have a honors degree. However, you can try distance education in mass communication.
