According to reservation policy in West Bengal, 22% for SC, 6% for ST, 7% for OBC are reserved.
Hence, among 15 seats, 10 are available for general category.

No, government engineering college has no entry through management quota. To enter Jalpaiguri Government Engineering College, you have to get a good rank in JELET (for lateral entry) or WBJEE.
