To become a CS in UK or any country, one must have work experience of 3 to 5 years as a CS. You must also be a member of one of the following:
1. The Institute of Chartered Accountants in England and Wales.
2. The Institute of Chartered Accountants in Scotland.
3. The Institute of Chartered Accountants in Ireland.
4. The Chartered Association of Certified Accountants.
5. The Institute of Chartered Secretaries and Administrators.
6. The Institute of Cost and Management Accountants.
7. The Chartered Institute of Public Finance and Accounting.

Yes, one can pursue regular college alongside professional course but before to that, check for permission from the ICSI. Secondly, my recommendation is to go for regular college only if you are getting admission among one of the best colleges. Else, opt for correspondence graduation and concentrate on CS.
All the very best.
