Hello Zubin, it's a very interesting query that you are asking. However perhaps only those who are working will need this facility of part time classes. Right? In this situation knowing availability of such institutions across India serves no purpose. Right? My advise is to look for colleges located in city where you are working. You can comfortably find this by googling. Then you need to ring up and check possibility of part time courses. Then SEE the convenience of commuting and then decide to take admission. Right? Yes you are eligible for DTU's B.Tech lateral admission. The eligibility criteria of B.Tech lateral is given below. Eligibility criteria : Candidates seeking admission to B.Tech admission lateral entry Programmes must have passed a State Diploma Examination of three years duration in any branch of any other examination, recognised equivalent thereto by the Delhi Technological University with minimum aggregate (aggregate of all six semesters / three years) of 60% (50% for SC/ ST, PwD and 55% for OBC candidate). Age criteria : Applicant must be minimum 18 years and maximum 26 years of age on or before 01.10.2020.

It's very nice to see that you have scored quite handsomely in your fourth semester. Normally speaking, open category students should score above 95% to get CSE.
