I am not clear about your question if it is the required documents then you can check on the website of DIAC, alternatively you can use the services of a good qualified overseas education consultant available in the city you live in. A PG in psychology or atleast a PG Diploma in a related subject and knowledge is required to become a counsellor.

Mechanical Engineering has more job opportunities as compared to the later two. Also, you have completed Diploma with 85%, then B.Tech in ME will be a good option for your career growth. Also, there are many jobs in PSUs for mechanical engineers.

I think after B.Tech, you will be able to grab a job.
if you will not get job, you should pursue M.Tech from a good college.
