Yes, you are eligible to appear for the National Eligibility Test (NET) if you have completed your PGDM from an AICTE approved institution. As per the eligibility criteria for NET, candidates who have completed their postgraduate degree or equivalent examination with at least 55% marks from a recognised university or institution are eligible to appear for the exam. The eligibility criteria also state that candidates who have completed their professional degree such as PGDM, MBA, MCA etc. , are eligible for NET if their degree is recognised by the University Grants Commission (UGC). Yes, you can go abroad. But before that you need to identify the purpose. Is it for a job or to study. For job, it would be little difficult because one needs to have good work experience and knowledge of laws or taxes of that particular country in which you want to go. As well as for studying, there are options like law or management, for you. You need to have a good budget for studying abroad.

It depends on you and the programme you want to get into - are you targeting a Certificate Diploma? Post-Graduate Diploma? A Masters degree? Most universities and colleges accept 10+2+3 for PG Diploma and Certificate Diploma. For Masters, most colleges accept 10+2+3 but universities require an additional year of education for certain programs. There are some universities that accept 10+2+3 and some of them are as follows -
York University of British Columbia
University of Toronto
University of Manitoba
University of Montreal
Trent University.
