Yes, to apply for the University College Dublin admissions, a UG degree is required with a really good GPA. This bachelor's degree should be relevant and valid. Look at the PG admission requirements for UCD courses given below -

·       A bachelor's degree at second class honors, grade one (2:1), or equivalent

It depend on what you study. There is big demand for AI, Robotics, and Healthcare workers. Countries like Germany and UAE have lot of job opportunities for outsiders. Your career growth and salary will be much more better if you understand the regional language.
