To give the IIT JAM exam, 3 years gap will not any hurdle.
Yes, you or anyone can still give an exam with a gap after the bachelor's degree programme. But if you clear the TIFR exam then they might ask you for such a long period of gap after the Bachelor's degree programme, ( during the interview ).

As long as your degree is from a recognized institution the procedure is the same for most Universities. If you are looking for an integrated M.Sc. And Ph.D. the number of colleges providing may depend on the field you're looking to be enrolled into.

Hi from 2023 you can appear for 2 degrees simultaneously as the new education policy is coming into effect but before that, you are not allowed to appear for 2 degrees simultaneously. But keep in mind that you cannot appear for M.Tech without completing a bachelor's even after 2023. Hope this helps. Kindly visit the Shiksha website for more details.
